
South Flint Choice Neighborhoods Plan

South Flint is on the path to transformation, driven by a shared vision for stronger neighborhoods, better housing, and new opportunities.
With support from a HUD Choice Neighborhoods Planning Grant, the City of Flint and the Flint Housing Commission (FHC) developed a comprehensive plan to revitalize the Atherton East public housing complex and strengthen the surrounding community.
Over two years, the Planning Team, led by Camiros, engaged residents through community meetings, early action projects, and an FHC-administered survey to shape a plan rooted in local needs and aspirations. As a result of this process, the community has already seen tangible improvements, including a new bus stop at Atherton East and the selection of a developer to create a new mixed-income community to replace the existing housing.
The Community Plan builds on the City’s Master Plan, outlining strategies to provide high-quality housing for Atherton East residents while enhancing neighborhood amenities and fostering economic opportunities for all of South Flint. This effort represents a significant step toward a more connected, resilient, and vibrant community.
