Mill Creek Choice Neighborhoods Plan
Huntsville, Alabama
The Mill Creek Choice Neighborhoods Plan is a comprehensive initiative to revitalize the Mill Creek neighborhood and redevelop the Butler Terrace and Butler Terrace Addition public housing sites.
Led by the City of Huntsville and the Huntsville Housing Authority (HHA), this effort is designed to transform Mill Creek into a vibrant, mixed-income community by leveraging investments in housing, economic development, transportation, and essential services.
Developed through a collaborative planning process, the plan engaged Butler Terrace residents, community stakeholders, and local organizations to establish a vision for a safe, connected, and opportunity-rich neighborhood. The plan outlines strategies to replace aging public housing with modern, mixed-income residences, create new neighborhood amenities, improve pedestrian-friendly infrastructure, and expand access to education and workforce training programs.
Key initiatives include the redevelopment of Butler Terrace into a mixed-income residential community, the revitalization of Broglan Branch Creek into a linear park and greenway, and the creation of a pedestrian-oriented shopping district along Governors Drive. Investments in public safety, transportation, and cultural amenities—such as partnerships with Lowe Mill ARTS & Entertainment—further support the plan’s holistic approach to community transformation.
The Mill Creek Choice Neighborhoods Plan represents a bold, resident-driven vision for sustainable growth and long-term stability. Through strategic partnerships and coordinated investments, the plan seeks to enhance economic mobility, preserve community identity, and create a thriving, inclusive neighborhood for current and future residents.
